as the provision of armed guards and the action to be
taken by H.M.Ships.
It was decided that there would be no
objection to such an interview taking place at an
early date, provided that Mr. #wire was left simply to
state his case and that care was taken not to prejudice
the meeting with all the Shipping Companies concerned,
which would be necessary at a later date after the
views of the Governor of Hong Kong and the British
Consul-General at Shanghai on the proposal to issue
certificates as in paragraph 4 had been received and
considered. In these circumstances it was not thought
necessary for the other Departments to be represented
at the interview.
